The scholarships are open to international students (with a preference for candidates from the developing world) who are enrolled in a PhD program in Canada or are applying to a doctoral program in the social sciences and humanities. It has an annual value of up to $60,000 per scholar for a maximum of three years.

The scholarship is awarded yearly to outstanding doctoral candidates who have an interest in doing research in areas related to the four themes: Human Rights and Dignity, Responsible Citizenship, Canada in the World and People and their Natural Environment. This award is the most prestigious of its type in Canada, providing a substantial yearly allowance for research and travel.
Up to 15 new Scholars are announced each year and are eligible to receive an annual value of up to $60,000 per Scholar (including an annual travel allowance of $20,000) for up to four years. Candidates are evaluated based on their academic achievement and ability to demonstrate that they can engage in lively exchange with other researchers and scholars, and they desire to contribute to public dialogue
To be considered for the award, candidates must:
- be applying to the first year of a doctoral program in the humanities and social sciences or be registered in the first or second year of such a program,
- Have an academic achievement at the highest level
- Have an interest in public policy with the intention to work in an area related to one or more Trudeau themes
How to Apply for the Scholarship
Candidates are nominated by their Universities after which The Foundation conducts internal and external reviews of the applications, selects a small number of candidates for an interview and recommends up to fifteen candidates for the awards. Candidates must submit their applications through their home university. Access to the online application form may be gotten through the universities’ scholarship office.
